Job Description

Summary

This job involves leading a team that handles permits for wastewater and stormwater to protect water quality, while overseeing staff and working with partners at local, state, and federal levels.

It's a supervisory role in the EPA's Boston office, focusing on managing environmental programs under the Clean Water Act.

Full Job Description

This position is in the Office of the Regional Administrator-Region 1, Water Division, Water Permits Branch. About Region 1.

This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing leadership and oversight to a team or project within an environmental protection program; maintaining effective relationships with stakeholders; and addressing issues to enhance organizational effectiveness.

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as leading and managing an organizational unit, including planning and directing, to achieve program goals and ensure compliance with regulations; leading staff selection and evaluation, resolves grievances, and fosters an inclusive and empowering work environment; maintaining effective relationships with stakeholders; and addressing complex issues to enhance organizational effectiveness.

You will: Under the general direction of senior leadership, plans, coordinates, and manages municipal, industrial, and storm water permits under Section 402 of the Clean Water Act and associated activities within assigned program areas.

Under the general direction of senior leadership, supervises assigned staff by providing guidance and counseling on established policies and procedures; monitors day-to-day compliance and performance; addresses routine employee relations issues; and elevates complex or sensitive matters to higher-level management for decision.

Under the general direction of senior leadership, maintains effective working relationships with internal regional and headquarters partners, and with external partners and stakeholders at the local, state, and federal levels, communicates the permit program's positions within established policy, resolves routine coordination issues, and elevates sensitive or cross-cutting matters as appropriate.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
