Job Description

Summary

This job involves leading and managing IT projects and policies for the White House Communications Agency, focusing on areas like security, systems analysis, and network services to ensure reliable government communications.

Full Job Description

It is in the SUPERVISORY/MANAGEMENT Work Category at the SENIOR Work Level within the CES Occupational Structure.

This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia.

This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service.

If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Basic Requirements Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position.

For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis.

GG-14 Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues.

I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience In addition to meeting the basic requirement, applicants must possess qualifying experience.

To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience performing advanced technical OR administrative functions supporting enterprise-level IT systems, such as applications software, operating systems, network services, OR contractor provided technical work.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of the announcement. **Combination of education and experience is not applicable for this position.** Major Duties:

  • Performs as an expert Information Technology (IT) Specialist working in a number of specialty area to include policy and planning, security, systems analysis, applications software, operating systems, network services, and data management.
  • Performs the full range of activities relating to IT project management to include in-garrison support, trip site support, and continuity of operations locations.
  • Performs strategic planning; capital planning and investment control; resource management; architecture and infrastructure planning and management; technology insertion/modernization.
  • Serves as an expert advisor on policy development, coordination, and implementation.
  • Performs work involving the planning, installation, configuration, testing, implementation, and management of the WHMO Command and Control Network.
