Full Job Description

You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the COMMAND AND CONTROL (C2) of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

IT-related experience demonstrating this competency include: The duties of the Deputy for Innovation and Program Development require high technical acumen, effective communication to all stakeholder levels and the ability to create and give informative, persuasive, strategic/visionary and decision support presentations.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

IT-related experience demonstrating this competency include: Responsible for monitoring and directing the division's Technical Capability areas to better position the division to support the Division Head's strategy for capturing and executing new initiatives and ongoing work.

Will interface broadly with Tech Staff, Project Managers/Leads, Stakeholders and Customers. Will provide strategic input for all Technical Capabilities areas, projects and tasks in the division. 3.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

IT-related experience demonstrating this competency include: As supervisor, with Division Head guidance, will actively coach, counsel and train group members and exercise civilian leadership in carrying out assigned supervisory duties, including Science and Technology Reinvention Laboratory (STRL) requirements at the first and second levels.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

IT-related experience demonstrating this competency include: The requirements of work are: The selectee will identify and address IT workforce planning and management issues, such as recruitment, retention, and training, while conducting audits of IT programs and projects and ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector Providing technical and project management oversight over Command and Control information system(s); leading the development of business proposals, strategies, and/or policies; knowledge of personnel management processes (i.e.

hiring, promotions, awards, etc.) and assessing employees' performance.

  • You will communicate to all stakeholder levels and the ability to create and give informative, persuasive, strategic/visionary and decision support presentations.
  • You will be responsible for providing technical leadership, planning, business development, coordination and management of all aspects of the division's Technical Capabilities and projects in accordance with the Division Head's priorities.
  • You will development and maintenance of strategic plans, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management across the division’s portfolio.
  • You will actively coach, counsel and train group members and exercise civilian leadership in carrying out assigned supervisory duties, including Science and Technology Reinvention Laboratory (STRL) requirements at the first and second levels.
