Full Job Description

This position is located within the Office of Infrastructure Operations (IO) service line under the Office of Information Technology (OIT).

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors).

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

Specialized experience is defined as: Specialized experience is directly related to this position and has equipped the applicant with the knowledge, skills, and abilities to successfully supervise and deliver enterprise Linux/Unix platform operations and security outcomes that enable VA mission services, including VHA clinical and public health, supporting systems.

Applicants must have one year of specialized experience equivalent to the GS-12 level performing or leading work such as: supervising or serving as a technical lead for a workforce providing 24x7 production support; administering and sustaining enterprise server operating systems (e.g., Red Hat Enterprise Linux and/or Oracle Solaris, including virtualization/partitioning such as LDOMs/Zones) across Development, Pre-Production, Production, and Disaster Recovery environments; executing IT service management processes (incident/problem/change/release) using ServiceNow or equivalent; directing vulnerability, patch, and configuration-baseline compliance using enterprise tools and repeatable processes (e.g., ACAS/SCAP and patch/automation platforms such as BigFix and/or Ansible/Satellite/Puppet-equivalent), including remediation tracking, exceptions, and audit-ready evidence; implementing and overseeing information security controls aligned to VA 6500 and NIST-based requirements; managing reliability, performance, capacity, and continuity/DR readiness (including RTO/RPO support and recovery testing); providing technical advice and assistance to customers and stakeholders to translate mission requirements into implementable infrastructure plans; leading modernization initiatives (e.g., OS uplift, automation improvements, legacy reduction, and hybrid-cloud transitions) with risk management and measurable outcomes; and coordinating across cybersecurity, operations centers, network/storage teams, and vendors/contractors to deliver secure, resilient, and compliant platform services.

Major Duties: The OC Systems Support Supervisor is responsible for lifecycle management of all field-based applications and benefits processing within OC.

Investigation, oversight, and audits of government personnel, programs, and activities.

Protection of government information technology systems (supervision or control of information technology systems, authority to bypass significant technical and operational security controls for general support systems, or access to major applications - the scope of these duties exceed that of ordinary or routine computer use).
