Job Description

Summary

This job involves leading and advising on IT and cybersecurity matters specifically for White House communications, including managing high-stakes projects, preparing budgets, and ensuring secure systems for presidential operations.

Full Job Description

This position is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure.

This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia.

This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service.

If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements: Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.

Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues.

I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Serving as a staff authority on Presidential IT, telecommunications, and operational matters by directing high-visibility, mission-critical projects or developing comprehensive procurement packages and business case analysis to support senior leadership decision-making.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

  • Serves as staff advisor/authority on all Presidential IT/Telecomm, communications and operational matters.
  • Responsible for preparing and processing all necessary paperwork for purchasing goods and services, and then submitting those documents for management approval using internal system FIRMS.
  • Coordinates the development of business cases and cost benefit analysis on problems related to IT/Telecomm and possible solutions for presentation to the WHCA Deputy Commander for Operations, WHCA Commander, and J3 leadership for decisions.
  • Monitors and facilitates high visibility, mission critical, planned and unplanned customer projects that involve implementing Information and Telecommunications Systems solutions quickly to meet the demands of the customer.
  • Develops strategies, plans, and processes to effectively manage and track customer Operational Requirements and daily system problems (trouble tickets).
