This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S.

Citizenship and Immigration Services, has a critical hiring need. This position is a secondary Law Enforcement Officer (LEO) position covered under 5 U.S.C.

8336 (6) Civil Service Retirement System (CSRS), and General Provisions for Law Enforcement Officers 5 U.S.C. 8412(d), Federal Employees Retirement System (FERS).

The conditions for coverage of a secondary position are contained in 5 C.F.R. 831.902 (CSRS) and 5 C.F.R. 842.803 (FERS).

Prior experience in a primary/rigorous position or the equivalent outside the Federal government is a mandatory prerequisite.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Evaluating the effectiveness of current investigative policies to implement procedural changes in an organization; Formulating long-term operational plans that ensure all investigative techniques are conducted in compliance with policy and legal requirements; Developing policies and procedures designed to identify and mitigate public safety or national security vulnerabilities; and, Partnering with other federal, state or local law enforcement agencies on criminal investigative trends to advance policies that combat immigration fraud or national security concerns.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Fraud Detection and National Security Directorate and are assigned based on the need of the agency.
  • Manage a major field region of the Field Enforcement unit of the Criminal Investigative Division, and exercise executive responsibility for the primary enforcement of immigration benefit fraud in the region's area of responsibility.
  • Plans, directs, implements, and evaluates comprehensive law enforcement and regulatory programs in the regional area.
  • Assess the effectiveness of criminal and regulatory programs and policies in meeting USCIS goals.
  • Responsible for all administrative and program matters, including budget formulation, allocation of human and material resources, implementation of technological solutions, timely and accurate submission of reports, and related matters.
  • Serve as USCIS's law enforcement representative to other Federal, state, and local law enforcement organizations, industry groups, congressional staffs, political and community groups, the media, and the public at the executive level.
  • Coordinate agency requirements and operations with other field special agents in charge and officials at headquarters.
