Job Description

Summary

This job involves leading a team to protect the Department of State's computer systems and data from cyber threats, advising top officials on security policies, and managing programs for cloud security and incident response.

It's a senior supervisory role focused on strategic oversight and innovation in cybersecurity.

Full Job Description

The position is located in the Bureau of Diplomatic Technology, Infrastructure Management Office, Deputy CIO for Enterprise Infrastructure (DT/EI/IM).

This position serves as the senior Cybersecurity Information Technology (IT) Specialist for the IM Office and Senior Advisor to the IM Director and Bureau on safeguarding the Department's information and information technology assets.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience developing, analyzing and implementing enterprise cybersecurity policies; Experience implementing and providing oversight of enterprise and cloud-based security programs; Experience building and sustaining strategic partnerships with senior leaders.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-15 position. Major Duties:

  • Serves as a supervisor leading the ISSO team.
  • Provides authoritative guidance on cybersecurity policy, analyze statutory and operational requirements.
  • Overseas cloud security and incident response programs, evaluating and implementing new technologies.
  • Provides expert guidance on innovative security strategies and represents high-level interagency and external forums.
