Job Description

Summary

This supervisory role in the Navy's facilities engineering command involves leading teams to plan, budget, design, build, and maintain military infrastructure and facilities.

It requires overseeing projects, advising on operations, and ensuring everything runs efficiently to meet mission goals.

A good fit would be an experienced engineer or architect with strong leadership skills, a track record in government or large-scale projects, and the ability to handle budgets and brief high-level officials.

Key Requirements

  • Licensed Professional Engineer (PE) for 0801 series or Registered Architect (RA) for 0808 series, valid in a U.S. state, DC, Puerto Rico, or territory
  • At least one year of specialized experience at GS-14 level or equivalent, including leading military construction processes like planning, programming, budgeting, design, and project management
  • Experience with facility and infrastructure sustainment processes in NAVFAC, similar agencies, or private sector
  • Skills in presenting briefings to senior/executive audiences and building relationships with key personnel
  • Ability to plan short- and long-range budgets at department level or higher
  • Strong critical thinking and problem-solving for assessing engineering and public works issues
  • Knowledge of project management and program management techniques and principles

Full Job Description

You will serve as a SUPERVISORY INTERDISCIPLINARY POSITION in the OPERATIONS (OP) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

This position has a selective placement factor that will be used to screen out ineligible candidates.

The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series.

Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

NOTE: You must submit a copy of your current license or registration with your application package.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Leading military construction project processes such as planning, programming, budgeting, design, construction, and/or project management; Experience with facility/infrastructure sustainment processes, products, and services of NAVFAC, similar government agencies, or similar private sector owner representative organizations; 2) Presenting informational briefings to senior/executive level audiences and developing and maintaining relationships with key personnel; 3) planning short and long range budgets at the department level or above; 4) Effective critical thinking and problem solving skills to assess facility engineering and public works related problems for root cause and develop recommendations to address; 5) Interrupting project management and/or program management techniques and principles.

  • You will act as a leader and adviser in the efficient and effective delivery of facilities management and infrastructure planning, design, construction and maintenance services.
  • You will support the performance assessment of the organization's ability to meet objectives and adhere to performance commitments.
  • You will present issues and/or detailed information at conferences or upon request to address specific situations.
  • You will plan work that will be accomplished by subordinates, sets priorities, and prepares schedules for completion of work.
  • You will exercise managerial authority to set long-range, multi-year plans, goals, and objectives that integrate and are consistent with governing policies and mission requirements.
