The primary purpose of this position is to serve as Chief and program manager, organizing, directing, and exercising control over subordinate employees within the Civil Engineer Squadron Portfolio Optimization Element.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Community Planning Series, all Professional Engineering Positions, and Architecture Series.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements for 0020: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
Basic Requirements for 0801, 0810, 0830, & 0850 : You must meet one of the following qualification requirements described in Education below in order to qualify for the 0801, 0810, 0830, or 0850.
All academic degrees and course work must be from accredited or pre-accredited institution.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.
Specialized experience includes professional knowledge of engineering/planning concepts, principles, practices, standards, methods, and techniques to effectively apply theories, principles, and concepts to installation facility space management, planning, and optimization programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
IDEAL CANDIDATE: Ideal candidate should have at least 5 years of experience as Portfolio Optimization Chief.
Professional registration or license as a Professional Engineer or Registered Architect; or Professional Community Planning accreditation; in one of the 50 states or territories is desired but not required.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of professional engineering and/or planning principles, methods, and Air Force investment processes for the development of a composite installation and public complex. 2.
Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DoD Planning, Programming, Budgeting System (PPBS).
3. Knowledge of safety, security personnel management, and EEO regulations practices, and procedures. 4.
Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation natural/built infrastructure.
5.
Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and Industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
