The Supervisory Social Worker is responsible for providing clinical and administrative supervison to staff in the Housing and Urban Development-VA Supportive Housing (HUD-VASH) program.

The program is staffed by a multidisciplinary staff of employees stationed in multiple work locations within the North Florida/South Georgia Veterans Health System (NF/SGVHS).

Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

BASIC REQUIREMENTS - The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C.

§ 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000.

To qualify for appointment as a social worker in VHA, all applicants must meet the following: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education.

Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Licensure.

Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

GRADE REQUIREMENTS In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Supervisory Social Worker, GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level.

Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the Advanced Practice Level AND must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities (KSA's): In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines.

Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.

Ability to ensure provision of clinical social work services by supervised social workers.

Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.

Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.

Ability to provide staff training and development. Preferred Experience: Previous Mental Health and Honeless experience preferred. Previous Supervisory role preferred.

The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned.

A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019.

The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA.

The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies.

The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects.

The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.

Driving Requirement and Current/Valid Driver's License Requirement:This position requires the incumbent to drive and utilize a government vehicle.

Additionally, the incumbent must possess or be able to obtain a current/valid Driver's License. Major Duties:

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program.

You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.

Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Supervisory Social Worker is responsible for developing, implementing and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission and CARF standards for assigned programs.

Duties may include but are not limited to: Recognizing internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations.

Provides guidelines for the care of seriously mentally ill Veterans.

Utilizes skill in approaching individuals or groups in order to achieve program objectives, such as gaining compliance with established policies and regulations.

As these procedures may be new and different, the personnel may be resistant to change or uncooperative requiring skills of persuasion, collaboration, or gaining information by establishing rapport.

Responsible for coordinating interdisciplinary staffing and work assignments to accomplish the work of the HUD-VASH program.

The Supervisory Social Worker exercises supervisor authorities and responsibilities involving work assignment and review, as well as, the administrative and personnel management functions relative to the staff supervised.

Provides training, orientation, consultation and guidance within clinical specialization of practice.

Demonstrates advanced knowledge and expert skill in developing and implementing methods for measuring effectiveness of homeless oriented services, utilizing outcome evaluations/empirical findings to design changes to improve treatment services.

Has responsibility for continuous quality improvement activities, to include effective/efficient treatment services provided for all programs, and prepare reports and statistics for facility, VISN, and national use.

Responsible for the programs' overall budgets and fund control points assigned to respective programs.

Documents and justifies resource needs and develops appropriate requests in line with local, VISN, and VACO policies and directives.

Determines and recommends budgetary needs of the HUD-VASH Primary Care Clinic program.

Manages and controls the use of data related to all programs regarding day to day functioning, program evaluation and annual reports.

Demonstrates ability to independently organize work, set priorities, meet multiple deadlines, and evaluate assigned program areas.

Allocates resources and shifts personnel as needed for the operation of the HUD-VASH Program. Ensures that staff has access to clinical supervision.

Identifies and prioritizes the training needs of staff to assure training needs are met.
