The primary purpose of this position is: To serve as the Chief, Intelligence, Surveillance, and Reconnaissance Strategy, Plans, and Readiness Division, (second level supervisor) responsible for expert advice and continuity to HQ PACAF/A2 in support of the Theater Joint Force Air Component Commander's operational mission sets across two combatant commands and four sub-unified commands.
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-15 duties for the Supervisory/Management work category are at the Expert work level and are equivalent to those at the GS-15 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: Knowledge of the full-range of Service and IC ISR missions, technologies, and tactics, techniques, and procedures to ensure all work of the air component ISR enterprise is successfully accomplished.
Knowledge of a wide range of concepts, principles, and practices to navigate through the legal complexities of ISR relationships, security regulations, practices, and policies.
Ability to plan, organize, and direct the functions of, and mentor, motivate, and appraise a wide-ranging enterprise of ISR personnel and capabilities assigned to different organizations throughout PACAF and other commands.
Ability to quickly assimilate highly technical and disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
Ability to lead peers and executive-level working groups, command-level study teams, and committees from across the Intelligence Community and Department of Defense in forums to innovate and implement new ideas, projects, and methodologies and skilled in handling classified data in accordance with established DoD and Intelligence Community procedures.
Ability to communicate effectively, both orally and in writing, with technical accuracy, and at an executive level, to provide solutions to problems or answer questions related to the mission.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

CONDITIONS OF EMPLOYMENT CONTINUED: 1.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. 2.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Employee may be required to travel to hostile fire zones.
Employee may be required to work and/or travel on nights, weekends, and other than normal duty hours. 4.
The duties of this position meet all requirements as category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Duty 1 - Plans, organizes, oversees and communicates the activities of the Intelligence, Surveillance, and Reconnaissance Strategy, Plans, and Readiness Division.
Duty 2 - Supervision and Mentorship of all Division military officer, enlisted, and civilian personnel and execution of military and civilian personnel programs.
Directs, manages, and oversees work through subordinate supervisors. Accepts, amends, or rejects work of subordinate supervisors. Duty 3 - Represents the air component ISR enterprise.
Develops and articulates themes and messages for PACAF/A2 to shape PACAF Commander, Headquarters Air Force (HAF) A2, Combat Support Agency, INDOPACOM/J2, engagements, and priorities to obtain advocacy and advance progress in key ISR mission areas.
Duty 4 - Senior Technical Advisor to the PACAF/A2 for Foreign Partner ISR Capacity Building.
Directs, manages, and oversees ISR partner capability and capacity building efforts in bilateral, trilateral, and multilateral venues in collaboration with PACAF/A5, INDOPACOM/J2 and HAF/A2.
