About the Position: This position is located at the Directorate of Resource Management, Resource Management at Naval Health Clinic (Pearl Harbor), which is on the Island of Oahu, Hawaii.

Specialized Experience: One year of specialized experience which includes analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Major Duties:

  • Advise on work in any of the phases or systems of budget administration.
  • Plan work to set priorities and schedules work as necessary for the effective and expeditious accomplishment of priority work.
  • Develop performance standards and evaluates employee performance.
  • Manages both administrative and technical personnel who perform complex budgetary and financial activities essential for the delivery of healthcare services
  • Oversees and manages all budgetary operations such as budget formulation, financial analysis and reporting, adjustments, reprogramming and reallocations, and post-execution review and evaluation.
  • Consolidates preliminary budget estimates into cohesive plans, using input, direction and/or ad-hoc requests to reflect how resources will be allocated and managed within the organization.
  • Analyzes estimates to identify program imbalances and ensure equitable opportunities for all program areas.
