Job Description

Summary

This job involves leading a team of analysts to study and report on political, economic, and security issues in Southeast Asia and the Pacific region, providing key insights to top U.S.

government officials. It requires supervising daily intelligence work, coordinating with other agencies, and advising on sensitive international matters.

A good fit would be someone with deep regional expertise, strong leadership skills, and experience in high-level government or intelligence roles.

Full Job Description

This position is Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.

This position is in the Bureau of Intelligence & Research, Southeast Asia & Pacific Div, Office of Analysis for East Asia & the Pacific,(INR/EAP/SEA).

The Division is responsible for review/analysis of classified, unclassified, & open-source materials for SEA & States/territories of Pacific region.

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience providing research, analysis, advice, and guidance on all aspects of the political, economic, social, civil military affairs, and regional geopolitical developments involving Southeast Asia: Thailand, Burma, Indonesia, Philippines, Malaysia, Singapore, Vietnam, Cambodia, Laos, Brunei, Timor Leste, Australia, New Zealand and the States/territories of the Pacific region.

Experience working with the Department of State and the Intelligence Community in carrying out national intelligence activities.

Experience in providing oral briefings and written analysis for senior government policymakers on all relevant issues involving Southeast Asia: Thailand, Burma, Indonesia, Philippines, Malaysia, Singapore, Vietnam, Cambodia, Laos, Brunei, Timor Leste, Australia, New Zealand and the States/territories of the Pacific region.

Experience working with interagency processes, particularly but not exclusively within the Intelligence Community and other national security agencies.

There is no substitute of education for specialized experience for the GS-15 position. Major Duties:

  • Directly supervises five analysts in providing consistent intelligence support (including oral briefing and original written analysis) to Department of State policymakers.
  • Provides analytical support to the Director of National Intelligence, the National Intelligence Council, and Senior Director for East Asia and the Pacific, including through service on interagency Strategy Boards as appropriate.
  • Coordinates actively with other agencies of the U.S. Intelligence Community in support of the President's Daily Brief, National Intelligence Estimates and other interagency processes.
  • Serves as the Department's expert representative at meetings concerning regional foreign affairs intelligence analysis and in exchanges concerning division issues and chairs working groups and task forces in support of foreign policy development.
  • Directly advises the EAP Asst. Secretary, the Under Secretary for Political Affairs, the Secretary of State and other senior U.S. policymakers, Members of Congress and senior staff members on highly sensitive geopolitical developments in the region,
