Job Description

Summary

This job involves leading a team that designs, develops, and manages IT applications and systems for the Department of State, ensuring they support diplomatic missions effectively.

It requires overseeing projects from start to finish, coordinating with various stakeholders, and providing expert advice on technology strategies.

Full Job Description

Located within the Application Design and Delivery Office in the Enterprise Services Directorate of Diplomatic Technology (DT/ES/ADD), this position manages the functions and activities of ADD through subordinate supervisors and team leaders who directly supervise employees.

It oversees the design and coordination of professional information technology services and serves as a senior technical resource and solutions expert.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Demonstrates expert-level attention to detail in overseeing enterprise-wide IT systems architecture, ensuring accuracy and integrity across all phases of system development, including requirements analysis, design, testing, integration, and deployment.

Customer Service - Demonstrates senior-level customer service proficiency by directing customer engagement strategies and ensuring delivery of high-quality IT solutions that meet the needs of diverse stakeholders across the Department and external partners.

Oral Communication - Demonstrates advanced oral communication skills in presenting, defending, and negotiating IT strategies, policies, and solutions with senior executives, interagency partners, and external organizations.

Problem Solving - Demonstrates expert-level problem-solving ability in addressing complex, enterprise-wide IT challenges involving systems integration, software development, cybersecurity, and cloud-based solutions.

AND have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: NOTE: Experience leading enterprise IT programs and complex application development efforts across the full lifecycle (planning, integration, testing, and deployment of mission-critical systems.

Experience providing strategic guidance to senior leadership on IT investments, system integration, and emerging technologies.

Experience coordinating cross-organizational projects and stakeholder engagement to deliver enterprise solutions that meet mission and customer requirements.

In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Directs Office staff in IT project management coordination, planning, development activities, implement and support a variety of Departmental IT applications through the development and installation of required systems, applications, and software.
  • Carries out the duties and responsibilities typical of a second level supervisory position in Department of State (DOS), such as overseeing the work of Branch supervisors and Team Leaders, and through them Federal and contract staff.
  • Works with Bureaus and external parties in developing and executing plans and strategies for ADD deployment plans and outreach initiatives, and advises senior management and staff concerning the most appropriate development and deployment vehicles.
  • Oversees Office development of a wide variety of complex and innovative software applications in support of the Department's mission requirements. Ensures appropriate developmental standards are created and adhered to by staff.
