Full Job Description

These positions are located in the Farm Production and Conservation (FPAC) Business Center (BC), Human Resources Division.

1 Position is in Policy, Program Development and Oversight Directorate 1 Position is in Employee Operations Directorate.

The selectee serves as a Directorate Chief in the Human Resources Division and is responsible for providing leadership, management, evaluation and technical direction to the Branch Chiefs and Directorate staff.

Specialized Experience Requirement For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service.

Specialized experience is defined as: (1) Providing professional human resource management advice and recommendations, consistent with policies and practices, to managers and supervisors at all levels within/outside the FPAC organization which includes the USDA, the National Finance Center, and/or entities outside of USDA; (2) Providing accurate and timely input on organizational issues related to workforce policy and compliance matters to high level FPAC personnel through clear, concise, and complete oral and/or written summaries and briefings; (3) Collaborating with U.S.

Office of Personnel Management and USDA officials to solve complex policy and compliance issues; (4) Providing administrative and technical supervision to direct reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

  • Oversees the execution of organizational policies, procedures, and regulations, and is responsible for staff management, coordination, and execution of mission support programs that support organizational goals.
  • Participates in short, mid, and long-range planning, providing program objectives, development and direction.
  • Plans, directs, and controls the allocation and utilization of all authorized resources for execution of the mission within the Branch.
  • Provides executive staff level advisory services to all levels within the organization on specific and organization-wide issues that impact programs.
  • Directs the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
