Full Job Description

This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD.)This position serves as the Master Expert and Supervisory HR Specialist performing a full range of advisory operational staffing, recruitment, and classification services to include: (pay administration, customer service, etc.) In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: (1) prepare and write position descriptions, conduct desk audits, draft finding reports, and prepare written evaluation of positions required for internal users or in response of external inquiries; and (2) provide authoritative guidance, advice, and policy interpretation to senior management officials and other leaders on complex issues related to position classification and reorganizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Serve as a Supervisory HR Spec directing and overseeing a staff of HR Specialists who are responsible for providing a full range of classification and position management advisory and operational technical services.

Provide authoritative guidance, advice, and policy interpretation to senior management officials and other leaders across OSW/WHS to develop solutions to complex problems related to classification and position management.

Prepare and write position descriptions, conduct desk audits, prepare, in final format, finding reports, and respond to classification appeal requests.

Serve as an expert technical advisor on work groups and special projects that are intended to resolve problems related to the position classification process.
