Base salary range: $74,441 - $96,770

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading a team that handles employee and labor relations for U.S.
and local staff at a Navy human resources office in Japan, including advising on issues like performance problems, disciplinary actions, and workplace disputes.
It requires supervising daily operations and representing the organization in formal proceedings.
A good fit would be someone with strong experience in HR advisory roles, comfortable working overseas in a military environment, and skilled at resolving complex people-related challenges.
You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) in the INDOPAC, YOKOSUKA HUMAN RESOURCES OFFICE, OCHR OVERSEAS PROGRAM CENTER.

Please see Additional Information section below.*** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Advising managers on disciplinary or other corrective techniques in response to conduct and performance problems, representing the organization in formal administrative proceedings, and providing recommendations to managers on management-employee relations matters (i.e.
performance issues, performance plans, conduct actions, grievances, appeals, or labor-management partnership).

In addition to meeting all minimum qualification and eligibility requirements, ICTAP applicants must be well qualified for the position to receive consideration for special priority selection.
A well-qualified ICTAP applicant is one who possesses the competencies and experience to perform the duties of the position successfully with orientation to learn/understand the activities, procedures, policies and processes.
Demonstrated work experience in the occupation is typically qualifying for placement. This criterion cannot be met by education and training.
