About the Position: This position is located at Brooke Army Medical Center, Fort Sam Houston, San Antonio, Texas. A recruitment incentive may be authorized.

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes providing administrative or clinical management in a health care environment; analyzing health care information to evaluate and/or recommend improvements for the effectiveness or efficiency of health care services; providing administrative or technical oversight to subordinate staff members; using analytical techniques in the formulations, execution, and review of budgets to meet program requirements; and/or using automated systems to input, access, retrieve, and/or edit budget data.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Plan, direct, analyze, and coordinate administrative activities within the clinic as directed by the Group Practice Manager.
  • Develop the clinic's budget for upcoming fiscal years as directed by the Group Practice Manager.
  • Conduct management studies, including cost effectiveness, organizational structure, and equipment utilization.
  • Manage and recommend clinic policy and procedures pertaining to management issues including purchase of equipment.
  • Serve as action officer between clinics personnel and the parent medical treatment facilities pertaining to all aspects of civilian personnel management, reorganization, organization structuring, position management and manpower utilization.
  • Assign work, establish work priorities, and provide advice and guidance on work and administrative matters.
