Job Description

Summary

This job involves supervising administrative and operational tasks in a military hospital's surgery directorate, such as managing electronic health records, optimizing clinic schedules, and handling budgets and personnel.

About the Position: About the Position: This position is located within Tripler Army Medical Center (TAMC) Directorate of Surgery in Honolulu Hawaii.

Specialized Experience: One year of specialized experience which includes: managing Electronic Health Record (EHR) systems; managing front desk operations with a focus on provider schedules, template management, and appointment optimization; planning, coordinating, and overseeing administrative and clinical support operations within a healthcare setting.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Plan, direct, analyze, and coordinate administrative activities within the clinic as directed by Group Practice Manager.
  • Identify the need for analyses, reports, and statistical data.
  • Establish operating policies to implement administrative management and personnel matters.
  • Develop plans, and programs to initiate, manage, control and assess the impact of new and on-going services provided.
  • Develop the clinic’s budget for upcoming fiscal years as directed by Group Practice Manager.
  • Perform in depth vigorous analysis, including reviewing, editing and consolidating budget submission.
  • Oversee the use of both I.M.P.A.C and Government Travel Card credit cards used throughout the clinic to order supplies, services, and equipment, pay registration fees, and authorized TDY expenditures.
  • Serve as action officer between clinics personnel and the parent MTF pertaining to all aspects of civilian personnel management, reorganization, organization structuring, position management, and manpower utilization.
  • Assign work, establish priorities, review and accept or reject completed work, establishes performance standards, provides advice and guidance on work and administrative matters, provide training, and evaluate performance.
