The primary purpose of the position is for the specialist to lead and supervise the effort to meet or exceed Strategic Analytics for Improvement and Learning (SAIL) performance expectations related to access, wait times, readmissions, patient flow, and timely, efficient, and cost-effective processesthroughout the health care system and its clinics.
The specialist must have knowledge in medical terminology and have clinical education to include biology and public health.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience in healthcare systems management, including clinic program improvement planning and operations across administrative, technical, and clinical programs; Experience in both qualitative and quantitative analysis to evaluate clinical program effectiveness, efficiency, and productivity; Experience working with healthcare delivery systems, particularly within the Veterans Health Administration (VHA), and the ability to solve unique problems.

Physical Requirements: The work is primarily sedentary, requiring no special physical demands on the employee.

Major Duties:
The specialist serves as a program manager and administrator for all SAIL health care system activities related to system redesign, including but not limited to: Inpatient flow improvement, Business/Administrative processes, and Management processes.
Responsible for aligning the MEDVAMC systems redesign plans and objectives with the Network 16 and national SAIL initiatives and objectives.
The specialist brings advanced quantitative analytics and data warehousing expertise (SQL/BI tools), deep understanding of VHA operations (workload capture, resource utilization, VERA), and experience advising senior executives on policy and operational decisions.
He/she must have success supervising multidisciplinary teams, driving change management, and communicating complex data in clear executive briefings is essential.
The specialist is proficient in typing and transcription of information.
Candidate must have Computer and technical skills (including software knowledge) of MS teams, SAIL, MS office package, organizational and time management abilities, administrative, communication (written and verbal), customer service skills, and accuracy and attention to detail.
The specialist must posses Process Management Skills- The candidate must have the ability to map vital and control processes within a project ecosystem.
The ideal candidate is capable of cataloging all of processes, and is knowledgeable in developing projects. He/she must be proficient in designing a course that meets objectives, within constraints.
The specialist has the ability to sequence the right people on your project at the right time.
The applicant must have knowledge of how to get a birds-eye-view of it all, and circulate knowledge about each item as needed.
The specialist must possess excellent communication and interpersonal skills: The ideal candidate must have the techniques to assign project tasks, correspond with teams, staff or department heads.
Analytical and problem solving skills: Candidate must demonstrate both Analytical and problem-solving skills to qualify for this position.
In addition, the specialist is proficient in documentation development, and knowledgeable in costs, timeline, scope, stakeholders, and contracts.
