Full Job Description

The Supervisory Grants Management Specialist will serve as the direct supervisor to a team of Grants Management Specialists who are responsible for performing the full range of pre­-award, award, and post-award functions involving all grant communications.

If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership and training to grants specialists; identifying and defining major issues pertaining to grants administration laws and regulations in compliance-related areas which may impact grants compliance approaches; formulating new and modified grants management compliance policies and procedures; and evaluating organizational compliance with existing policy and procedures.

  • Perform the full range of complex tasks and special projects, involving grant activities, including pre-application inquiries, pre-award administrative review, negotiation and development of awards, and post-award administration.
  • Provide advice and guidance from the grants management perspective on existing policies, procedures, and regulations.
  • Exercise signatory responsibility ensuring that all awards are made in accordance with provisions of applicable Federal statutes and regulations, as well as DHHS policies.
  • Leads negotiations of complex grant programs, coordinating and directing the discussions with authorized organizational officials and appropriate representatives from NIH, and HHS, until agreement is reached by all parties.
  • Assume lead responsibility for assigned grants regarding special legal and quasi-legal issues and problems such as terminations, suspensions, withholding support, patents, and/or grantee misconduct allegations.
  • Supervise subordinates and provide policy and program objectives, assign tasks and evaluate performance of subordinate staff members.
  • Develop and implement guidelines and policies to ensure appropriate stewardship and oversight of Federal assistance programs both internally and externally.
  • Develop procedure for conducting compliance and oversight reviews and coordinate the review of institutional compliance and oversight programs.
