The primary purpose of this position is to serve as the Chief, Material Acquisition, responsible for the management of the logistical support functions of Eagle Hardware for the 718th Civil Engineer Squadron, Kadena Air Base, and outlying work sites.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Supply Series, 2001.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of a wide range of well-established and commonly applied supply principles, concepts, and methodologies pertaining to supply management.
Through knowledge of supply principles, concepts and methods to enable resolution of difficult or unusual problems encountered by subordinates.
Knowledge of governing supply regulations, policies, procedures and instructions to enable supply and equipment support of facility maintenance activities and self-help issues.
Utilizes practical knowledge of the technical methods, principles of material acquisition, self-help support, and facility maintenance requirements to support numerous projects.
Knowledge and skill in using automated supply databases for inventory management determination.
Knowledge of budget policies and procedures to determine budget requirements for future years as well as to maintain and track adequate funding for the current year.
Knowledge of office automation software procedures and the ability to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electron draft and to update and revise databases or spreadsheets.
OR EDUCATION: ???????Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
Ability to communicate orally and in writing, clearly, concisely, and with technical accuracy.
Demonstrated knowledge, ability and skill in maintaining effective staff coordination, staff cooperation, and overall working relations with senior and subordinate staff members.
Knowledge of governing supply and environmental regulations, procedures and instructions. Knowledge of supply functions, operations, program requirements, and work methods.
Knowledge of data entry and processing of supply transaction in an automated supply system (CEMAS).
Ability to read, interpret and apply applicable reference materials, such as supply and CE regulations, manuals, catalogs, records, orders, etc, to accomplish tasks and resolve complex CE supply problems.
Knowledge of budget procedures and of processes of managing and administering a budget. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Plans, organizes, and directs the activities of the organization with responsibility for the development of a segment of as supply program for 18 Civil Engineering Group.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Makes periodic and comprehensive assessment and evaluation of program goals, objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities.
Represents the Material Acquisitions Unit with higher levels within the organization and contractor organizations.
