Job Description

Summary

This job involves leading a team of engineers, architects, and construction professionals in planning, designing, and overseeing building projects for the Navy in Illinois.

You'll manage resources, solve technical problems, and ensure projects are completed on time and within budget.

  • Current registration as a Professional Engineer (PE) or Registered Architect from any state, DC, Guam, or Puerto Rico

Full Job Description

You will serve as a PLANNING, DESIGN & CONSTRUCTION BRANCH (PDCB) HEAD in the Resident Officer in Charge of Construction (ROICC) office Great Lakes, part of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer(PE) or a Registered Architect from any state, the District of Columbia, Guam or Puerto Rico.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Supervising and/or leading a team of engineers, architects, construction managers and technicians in performing the full range of multidisciplinary engineering responsibilities; 2) Overseeing engineering and architectural processes through the design management, construction management, project management, acceptance, and project close-out stages; 3) Providing technical engineering support to subordinates and staff; 4) Resolving engineering design problems to ensure mission accomplishment; and 5) Managing resources to include staffing requirements, capacity, and workload.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will direct, coordinate and oversee the work of the branch.
  • You will develop the branch’s resourcing plan and workload projections and monitor their implementation.
  • You will make decisions on work problems presented by subordinate supervisors or by contractors.
  • You will oversee all aspects of PDC work, including the mentoring and training of the PDC staff and leading high level execution status meetings for all PDC products.
  • You will be familiar with Unified Facilities Guide Specifications (UFGS), NAVFAC Business Process Management System (BPMS), regulations governing construction and architect-engineer contracts, and development of government estimates.
  • You will provide senior leadership to the planning, design, and construction teams, including expert direction, guidance, and mentorship to the branch members.
  • You will hear and resolve group grievances or serious employee complaints.
  • You will serve as the final mediator and arbitrator on difficult issues.
