Job Description

Summary

This job involves leading a team of engineers to oversee the design, building, and upgrading of Navy ships for the Military Sealift Command, ensuring everything meets safety, reliability, and government standards.

You'll review plans, recommend fixes for issues, and guide projects from start to finish.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in reviewing and evaluating marine engineering work and projects
  • Knowledge of USCG and ABS rules and regulations for ship design, operation, and maintenance
  • Familiarity with commercial shipyard production procedures, including planning, construction techniques, and government contracts
  • Ability to ensure adherence to ship owner standards in operability, reliability, habitability, maintainability, life cycle costs, safety, and regulatory compliance
  • Experience identifying and recommending solutions for ship design, construction, logistics, and life cycle issues
  • Proficiency in coordinating and overseeing design development, including technical reviews of drawings, calculations, vendor plans, and manuals
  • Basic engineering degree or equivalent professional experience as per OPM standards for General Engineer (0801 series)

Full Job Description

You will serve as a SUPERVISORY GENERAL ENGINEER in the FLEET RECAPITALIZATION DIVISION (N74) of the ENGINEERING DEPARTMENT of MILITARY SEALIFT COMMAND.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience utilizing ship's equipment and systems operation necessary to review and evaluate completed work and projects of marine engineers and surveyors.

Experience utilizing USCG and ABS rules and regulations affecting the design, operation and maintenance of ships and their equipment and systems.

Experience of commercial shipyard production procedures including progression, planning, construction techniques, and procedures related to government contracts and the ability to apply new developments to problems not readily treatable by accepted methods.

Experience ensuring ship owner requirements and standards are being adhered to, particularly in areas of operability, reliability, habitability, maintainability, life cycle cost effectiveness, safety and compliance with regulatory bodies.

Experience identifying and providing formal recommendations to the Project Manager for resolving new ship design, construction, logistics, and life cycle issues.

Experience providing coordination and oversight of design development processes including: technical review of drawings, calculations, vendor plans, and technical manuals.

  • You will provide management oversight for the design, construction, and modification of MSC ships to ensure that MSC requirements and standards are being adhered to.
  • You will participate in all design development and review processes and provide full participation in Integrated Product Teams (IPTs).
  • You will serve in an advisory capacity for review of Data Requirements List (DRL) deliverables and correspondence as required.
  • You will review all Engineering Change Proposals, Requests for Deviation, Requests for Waivers, and Equipment Equivalency Certificates for impact on MSC concerns and requirements.
  • You will act as the authority to recommend MSC acceptance of the vessel after constructions, modifications, or conversions.
  • You will develop work products utilizing currently authorized software (Microsoft Office, Word, PowerPoint, Excel, Access, Project).
  • You will manage lessons learned on matters of MSC interest related to design, construction, testing, delivery, and warranty issues.
