You will be evaluated on the basis of your level of competency in the following areas: Leadership Financial Management Budget Execution Financial Procedures Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Direct and manage the overseas budget and manpower operations as the subject matter expert (SME).
  • Direct and provide direction for the Overseas Budget Branch in the design, development, and transition of multiple Office of the Secretary of Defense (OSD), agency-wide financial management systems.
  • Represents the Defense Commissary Agency (DeCA) in Status of Forces Agreement (SOFA) Treaty negotiations.
  • Plan, formulate, execute and report aspects of the Working Capital Funds, to include Payroll, General Administration (refuse, utilities, water), travel, supplies, maintenance, IT support, the Surcharge program.
  • Document changes to overseas Unit Manning Documents (UMD) and staffing rosters; evaluate manpower utilization and initiate cross leveling within command activities.
  • Direct and conduct staff assistance visits to the commissaries, CDCs, and other area-supported sites to render technical assistance or conduct reviews.
  • Supervise the Budget and Manpower Office with a mix of budget analysts, financial analysts, and financial and accounting technicians (both U.S. and Local National).
  • Interview and select employees, resolve complaints, initiate necessary disciplinary measures, and provide or arrange for appropriate required training.
