Summary

  • Familiarity with NAVAIRSYSCOM financial systems and latest DoD/DoN instructions on acquisition and weapon systems

Full Job Description

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Department Head, Program & Business Analysis Department of NAVAL AIR SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (NH-03) or at least one year of specialized experience.

Specialized experience must demonstrate the following: 1) Mastery of the concepts, principles, laws, and regulations of financial administration or budgeting sufficient to generate new concepts and methodologies in the field.

Ability to theorize, plan and direct entire financial or budgeting systems for broad, emerging, or similarly critical large-scale department/agency wide programs of national or international scope where no precedents exist.

2) Significant management, financial, and administrative experience, demonstrating adaptability; flexibility; and skills in managing, planning, programming, budgeting, contracting, organizing, scheduling, and problem definition; the ability to make decisions; and the capability to work under pressure.

3) Strong business/financial/contracting knowledge to fully understand and make sound managerial decisions.

The incumbent must have extensive knowledge of and the ability to analyze, evaluate, and apply the following processes, procedures and techniques as they relate to the management of programs; business financial management; system acquisition management; and contracts management.

4) A thorough understanding of the DoD and Navy budgetary and fiscal processes necessary to obtain and manage financial resources for weapon systems programs; must possess a working knowledge of procurement funds, O&MN, RDT&E funding and various other appropriations; and must be familiar with the process and procedures of the NAVAIRSYSCOM financial systems 5) A demonstration ingenuity when unconventional problems develop for which a solution is not covered by instructions, directions or policies.

The incumbent must be cognizant of the latest DoD, DoN and other relevant branches of service instructions and directions as they relate to acquisition and weapon systems management.
