Summary

This job involves leading a team to oversee financial systems for the U.S. Pacific Fleet, ensuring accurate budgeting, reporting, and resource use to support naval operations.

Full Job Description

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER of COMMANDER US PACIFIC FLEET.

GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Managing Financial Management Systems used for financial reporting, financial execution, data analysis, or audit reporting by evaluating and monitoring system and user requirements and providing recommendations to correct program variances in support of the organization's strategies, goals, and objectives.

  • You will manage user requests for financial reporting changes by evaluating, prioritizing, and translating them into system change requests for ERP and CFMS based on policy changes, audit readiness, and other requirements.
  • You will be responsible for analyzing budget marks and program execution trends (e.g., fuel, labor) to identify opportunities for process improvement and better resource allocation, with the goal of increasing readiness.
  • You will evaluate and monitor transactions from feeder systems (e.g., CFMS, WAWF, DTS) to ensure they interface properly with the accounting system, and take corrective action with system owners when necessary.
  • You will develop management reports utilizing the various financial management systems and reporting tools to relay key information and ensure data supports proper decision making.
  • You will develop, review, and approve Standard Operating Procedures and/or User Guides that support our ERP accounting system reporting.
  • You will provide oversight and direction in all financial matters represented by Inter-Service Support Agreements (ISSA), Memorandum of Agreements (MOAs), and Memorandum of Understandings (MOUs) across the fleet.
  • You will review and interpret new and established directives, instruction, regulations, and delegations of authority for impact on financial management systems.
  • You will prepare and deliver briefs to senior management on Financial Systems information and provide recommendations to correct programs variances or problem areas.
  • You will analyze current and proposed financial operating procedures and business policies to evaluate their actual or potential effectiveness in achieving overall objectives.
