Full Job Description

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Department of Professional Development (EYC), The Civil Engineer School, Air Force Institute of Technology.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

Your resume must clearly describe your relevant experience; if qualifying based on education or education is a basic requirement, your transcripts will be required as part of your application.

Basic Qualifications: Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education OR in Engineering or an equivalent scientific field to include engineering or construction management appropriate to the position.

OR Combination of education and experience -- courses equivalent to a major in Education, or in a science or in Engineering or an equivalent scientific field to include engineering or construction management appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND Additional Requirement: At least one (1) year of specialized experience at the next lower grade (GS-13) level or equivalent pay band or equivalent in other pay system.

Examples of specialized experience includes the following: Experience in Engineering Management AND experience in developing and/or presenting information in an adult learning or consultation environment (e.g.

professional continuing education, college/university instruction, lessons-learned presentations, specialized techniques/process training, or professional advice/guidance to groups of peers or near-peers etc.

which shows curriculum development and/or instruction) .

NOTE: Due to the use of 120-day rosters, this period of specialized experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the US Air Force Civil Engineer enterprise, its functional responsibilities, business practices, processes, rules, regulations, and policies and knowledge of education principles, practices, techniques, and procedures.

2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4.

Ability to communicate effectively, both orally and in writing. 5. Ability to manage organizational resources to include money, manpower, time, method, supplies, space, etc.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of the Civil Engineer School, ensuring that the Department of Professional Development complies with legal and regulatory requirements and meets customer needs.

Exercises supervisory personnel management responsibilities. Represents the Civil Engineer School with a variety of installation and functional area organizations.

Periodically provides instruction in a classroom environment involving the Engineering Applications principles and practices as they exist within the Department of War.
