In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.

SPECIALIZED EXPERIENCE NON-FEDERAL FEDERAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08 or equivalent in other pay systems that demonstrates the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position include: 1) Applying knowledge of both military education and training programs as well as American and International collegiate systems.

2) Planning, organizing, and directing the functions and staff of a small to medium sized organization; adapting leadership style to include skill in directing, guiding, coaching, mentoring, and challenging subordinates based on present factors to ensure organizational goal accomplishment; modeling high standards of honesty, integrity, respect, and open transparency.

3) Communicating, orally and in writing, to coordinate with all levels of personnel within the organization and higher headquarters education staff and students from across the Agency, to resolve issues, coordinate follow-on actions, and other actions needed to ensure effective student management.

4) Interpreting and applying policies and procedures as well as institutional accreditation requirements for collegiate-level degree-granting programs to gather, develop, and analyze a variety of data to make decisions on the registration of students, awarding of credits from associated schools, awarding of transfer credits from civilian universities, and building of records towards the creation of academic transcripts and other student records.

5) Using knowledge of agency/organization instructions, policies, and procedures for the day-today administration of degree-granting academic programs.

6) Using typical office computer programs/software (Microsoft Office Suite) and typical higher-education student information system computer programs/software to enter, maintain, sort, and retrieve organization and program data and manage workflows within the organization and between organization and agency higher headquarters.

EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: NON-FEDERAL FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of and understanding of military personnel policies, procedures, and regulations sufficient to (1) serve as a technical authority on education benefits, and (2) counsel on all aspects of the programs as well as management principles, overarching Air Force Instruction publishing processes.

Knowledge of Air Force Instructions and authoritative sources related to military human resource business processes. 2. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5.

Knowledge of human resources regulations, Air Force Instructions, manuals, pamphlets, DoD guidance, letters or instruction and any other instrument that sets forth eligibility criteria, procedural guidance, policy guidance on a variety of military personnel programs.

6. Knowledge and understanding of the use, manipulation, application and functions of MILPDS, RNT, AFEAMS, BEAST, CMTARS, vMPF, ARMS, CMS, as well as PSDT efforts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

SUMMARY: PRIMARY PURPOSE: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to HQ ARPC/DPATE, Education Services Branch.

DUTIES: Plans, organizes, and directs the activities of HQ ARP/DPATE, ensuring that IR Post 9/11 GI Bill, SLRP, TA, TEB, VEB, FLPB, AND CT programs complies with legal and regulatory requirement and meets customer needs.

Exercises supervisory personnel management responsibilities. Represents HQ ARPC/DPATE with variety of installation and functional area organizations.

Provide expert advice and guidance on IR Post 9/11 GI Bill, SLRP, TA, TEB, VEB, FLPB, and CT programs. Provides management advisory services and technical expertise and Education Services.
