Full Job Description

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met.

The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Serves as a Supervisory Team Coordinator for a Compliance and Enforcement Center within the Drug Abatement Division (AAM-800).

To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-I (FG/GS-13) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes: Experience in applying knowledge of compliance and enforcement concepts and regulations to a broad range of assignments; experience managing multiple work assignments concurrently; and experience in applying Title 14 Code of Federal Regulations (CFR), Part 120 and Title 49 CFR Part 40 as it relates to drug and alcohol enforcement programs.

Reports to the Center Manager and uses assigned budget, staff, and other resources to accomplish project/program objectives; manages budget and requests additional resources, as needed; and contributes to budget planning process and projects short-term future needs.

Directs the work of Inspectors, sets priorities, assigns responsibilities, monitors, and evaluates performance, conducts training, and develops employee capabilities.

Subordinate employees work includes routine and complex programs/projects.

Supports the Center Manager in developing and coordinating program strategies, goals, and objectives as required for the Office of Aerospace Medicine (AAM), FAA, and DOT.

Coordinates case management and workload tracking and analyses. Provides oversight of teams' scheduling. Performs statistical analyses for planning, evaluation, and external reporting.

Applies an advance knowledge of the technical aspects of the work directed and applies Title 14 Code of Federal Regulations (CFR), Part 120 and Title 49 CFR Part 40 as it relates to drug and alcohol enforcement programs; to conduct comprehensive inspections and investigations of regulated companies (which includes more than 7,000 entities) to determine compliance with the drug and alcohol testing regulations and ensures safety of the flying public.

Reviews assigned legal actions to ensure violations cited are supported by evidence. Reviews and approves inspection findings and reports of investigation to ensure proper disposition of each case.

Monitors the quality and consistency of the compliance and enforcement inspections and investigations.

Maintains and monitors productivity report of each inspector to ensure timeliness of casework processing. Reviews casework and evaluates the accuracy and performance of assigned Inspectors.

Determines subordinate employees training needs and ensures that all required training is completed.

Participates in discussions and provides feedback to assigned Inspectors, Center Manager, and HQ relating to team performance, training/equipment needs, Compliance Philosophy (RBDM), and other initiatives.

The Supervisor reports to the Center Manager any difficulties in promoting or implementing FAA initiatives and provides solutions for rolling out information and direction pertaining to new requirements.

Oversees inspections and investigations of regulated entities to determine compliance with regulations; reports to the Center Manager anything that is noteworthy to include industry trends and safety issues, or other concern that may have an impact on the division and the agency.

Evaluates and monitors quality of Inspector activities.

Exercises the full range of supervisory responsibilities including assignment of work, personnel selections, promotions, disciplinary actions, approves leave, performance evaluations, training, setting work priorities, and providing guidance/instruction to assigned Inspectors.

Contacts are within the organizational unit at all levels/major subdivisions with subordinates, peers, and higher-level managers to discuss the status of project/programs and to share information.

May also have frequent contact with stakeholders, customers, and other government entities to explain policies, procedures, or for other project/program purposes.

Established guidelines, policies, and procedures govern work but leave room for discretion.

Resolves routine problems independently but consults with higher-level management when existing guidelines are not available or applicable to complex problems.

May be called upon to assist in the development of new processes, policies, and procedures. Performs other duties as assigned.
