Full Job Description

This position is located under the Office of Field Operations, Special Operations Division, Enforcement Support Branch, located in Washington, DC.

Managing a specific branch responsible for criminal investigations, laws enforcement programs, functions, or operations encompassing the overall law enforcement mission of the organization to which assigned.

Providing investigative expertise and oversight for criminal investigations and organizational performance relating to law enforcement programs To qualify for this position at the GS-14 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS- 13 by the closing date of this announcement.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position.

Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Specialized experience must include all of: Must have a thorough understanding of the laws and regulations enforced by ATF and ATF policies regarding the programs carried out in the field.

Must be well informed on relevant State and local statutes and jurisdictional relationships with other law enforcement agencies and regulatory entities; AND Extensive and broad knowledge of management principles; a broad range of technical, intelligence, and administrative knowledge; and a comprehensive understanding of the organization; AND Expert knowledge of laws, regulations, policies, and procedures relating to ATF's law enforcement responsibilities, as well as in-depth investigative skills and knowledge and their proper application to operational activities; AND Excellent communication skills in order to effectively perform coordinator and liaison responsibilities.

The major duties of the Supervisory Criminal Investigator (Branch Chief) position include, but are not limited to, the following: Develops and implements branch policies, practices, and procedures.

Conducts short-and long-range planning for overall branch goals and objectives in response to changes in funding levels, policy, or legislation pertaining to branch programs and projects.

Plans, coordinates, and oversees effective development of branch programs/projects.

Advises the deputy division chief and/or division chief on significant issues and matters pertaining to branch programs and projects.

Furnishes technical information and advice to field division chiefs, and/or special agents in charge in order to provide direction and uniformity in branch programs/projects.

Represents ATF in interagency meetings, conference, and ad hoc committees on branch issues and program initiatives with policy officials at the Department of Justice.

Coordinates projects/programs with management officials in other branches and divisions within the directorate, with management officials in other directorates at ATF Headquarters, and with officials from DOJ or other Federal, State, and local law enforcement agencies.
