Full Job Description

This position is in Business Operations, Financial Management Office for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), as a Supervisory Budget Analyst.

The incumbent plans, formulates and executes the program budget by reviewing and utilizing pertinent budgetary policies and objectives, reviewing monthly and quarterly financial management reports in support of a wide range of administrative, analytical and management activities.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Specialized experience at the GS-13 level is defined as work that involves mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage or analyze national-level mission-related programs; advance skill in applying analytical techniques to evaluate the cost effectiveness of program activities, forecast multi-year fiscal requirements, and resolve complex budgetary problems; applying budget concepts, methods, and techniques to administer financial management of funds to meet short and long range financial goals; projecting and analyzing the potential effect of budgetary actions on national economic, social, and political objectives while developing and comparing alternative budget and program actions; communicating ideas clearly, both orally and in writing.

Must be able to demonstrate through work experience or training that you possess or have potential to develop qualities to successfully supervise.

You will be rated on the following Competencies for this position: Budget Administration Financial Management Leadership Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary.

The incumbent may encounter some physical effort, such as standing, walking, bending, lifting, i.e., computer equipment and/or office supplies, or sitting.

The work often requires long hours to meet program deadlines and to devise corrective action and solutions.

Due to the nature of the work, i.e., complex, high-profile, unexpected situations may occur that could cause mental and/or physical stress, e.g.

management crises, or any action that becomes high-priority and requires immediate attention.

Major Duties:

Serve as a technical authority on budget formulation and execution to provide expert advice on budget estimates and requests.

Review long-range budgetary and program requirements to ensure conformance with established policies and Congressional intent.

Utilize financial/accounting systems to track and remedy discrepancies in financial transactions.

Provide results of analyses to the Financial Management Director and senior leaders to recommend how data can be used to inform critical operational, policy, and financial decisions.

Serve as a member of the senior leadership team to provide expert guidance and assistance in support of developing long-range programs and budgeting plans.

Maintain continuous contact with appropriate personnel to ensure program meets objectives and milestones related to funds availability.

Prepare formal consolidated budget forecasts and reports to meet mandated requirements.

Perform supervisory duties such as planning the work to be accomplished by the unit, assigning work to employees, and establishing production or quality standards for the unit's work.

Establish and maintain continuous liaison with technical staff, appropriate counterparts, and higher authority for execution of program and budget formulation.
