Summary

Full Job Description

This position is located in the Legal Division, Corporate Operations Branch, Corporate & Legal Operations Section, Legal Services Contracts Group of the Federal Deposit Insurance Corporation.

Salary reflects a pay cap for this position of $277,500. To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below.

These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector.

MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience.

Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members; AND Technical Experience: Experience advising on and facilitating acquisitions and procurement methods, dealing with federal contracts, ethics issues, and contractor Standards of Integrity and Fitness as set forth at 12 CFR Part 366 and 12 CFR Part 367 or other federal contractor organizational conflicts of interest laws.

Basic Qualification: Active license to practice before the highest court of a state, territory, commonwealth, or the District of Columbia and in good standing. Major Duties:

Coordinates the selection, retention and management of outside counsel and legal services providers throughout the Legal Division, acts as a resource for all division staff, and aids staff seeking to hire outside counsel and legal support services providers.

Oversees all outside counsel and legal support service provider-related activities conducted, including training of in-house attorneys and development of policies and procedures for managing and retaining service providers, resolution of conflicts of interest, approval of billing rates, and resolution of disputes regarding fees and expenses.

Manages and maintains database systems to track: all law firms and legal support service providers, conflict decisions, and cost and performance data to assist with the selection and retention of outside counsel and legal support service providers.

Responsible for ongoing review of policies and procedures related to the FDIC's outside counsel management and legal support service provider programs, and monitors compliance with all outside counsel and legal support service provider directives, policies and procedures, as applicable.

Manages the preparation and handling of cases involving requests for waivers of organizational and representational conflicts of interest by outside counsel.

Supervises the preparation of standard contract documents and reviews requests for renewal, extension, modification or termination of legal services agreements and related contract documents.

Supervises staff providing advice and counsel regarding special contracting or non-traditional contracts at the requests of FDIC Divisions and Offices and the Acquisition Services Branch (ASB).

Manages the development of contracting. Supervises staff advising on intellectual property issues, including federal contracts, copyrighted material, technical data, or computer software.

Supervises staff that provide advice and counsel and drafts contracts for legal support services under Legal Support Services Deskbook guidelines and provides legal support to the ASB on all contracts that support Legal Division requirements under ASB acquisition policies.

Develops annual budgets for outside counsel services and related expenses in conjunction with the legal division administrative and budget staff.

Discharges all supervisory responsibilities including, but not limited to, assigning and reviewing work, assessing employee performance, providing counseling and coaching as necessary, reviewing and approving leave, training, and travel requests.
