Job Description

Summary

This job involves leading a team of contract specialists at the Naval Research Laboratory, where you'll oversee the planning, negotiation, and management of complex contracts for research projects, equipment, and systems.

You'll act as a key advisor to ensure everything follows laws and meets the Navy's needs, while guiding your team and building relationships with stakeholders.

Notice of Result letters will not be sent to applicants who respond to this flyer. You will serve as a Supervisory Contract Specialist within the Naval Research Laboratory.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Developing and implementing acquisition strategies in support of research and development (R&D), specialized equipment, and systems by interpreting broad procurement policies to develop local procedures, ensuring compliance with established laws and regulations, and providing accountable performance in alignment with established stakeholder expectations; 2) Planning, negotiating, and administering highly complex contracts involving R&D, specialized equipment, and systems utilizing sophisticated pricing arrangements, cost accounting, and life cycle costing; 3) Providing leadership and technical guidance to contracting professionals within R&D, specialized equipment, and systems acquisition programs; 4) Advising on critical contracts/agreements, resolving deadlocked negotiations, and developing innovative solutions for unique contracting challenges; and 5) Fostering successful working relationships with all levels of officials both inside and outside the organization to establish and build coalitions to meet the organization's acquisition program needs.

  • You will be responsible for the overall operation of the Branch.
  • You will develop and establish the branch strategy for providing acquisition support of assigned programs and ensure execution.
  • You will serve as principle procurement advisor to the NRL programs supported by the branch.
  • You will serve as contracting officer with unlimited contractual authority for the certain programs due to their size, complexity, importance to the mission of the agency or attention received from senior DoD management.
  • You will resolve complex pre-award issues elevated to your attention by subordinates including contractor technical and financial capability, performing cost analysis in the absence of cost histories.
  • You will establish and monitor branch procedures for contract administration.
  • You will serve as a member of the Contracting Division leadership team.
  • You will ensure a trained and well-qualified contracting team.
