As a Supervisory Program Manager, you will serve as the Deputy Division Chief of the Resource Management Division and direct and perform complex duties regarding the budget, human resources, procurement, contract, logistics, travel, and other administrative needs within the External Affairs Directorate.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/11/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/11/2026.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Directing the development of comprehensive program plans to ensure fulfillment of agency requirements, fiscal adequacy, and planned progress.

Evaluating the impact of new or revised objectives, technical capabilities, and new acquisition strategies.

Managing the daily operations of the following areas: Human Resources, Labor Employee Relations, Budget and Finance, Performance Management, Contracts and Operation Support Services.

Tracking strategic priorities of offices within the directorate and reporting updates to Senior Executive Level staff.

Developing and maintaining relationships with various internal and external stakeholders and Senior Executives.

Planning, directing and executing liaison operations for critical agency-wide programs that have national implications.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within External Affairs Directorate and is assigned based on the need of the agency.
  • Resolves issues not requiring referral to higher authority and makes recommendations for solution of those referred to the next higher organizational level.
  • Serves as expert advisor recommending and coordinating conflict resolution, process improvements, long range program plans, goals, objectives and milestones on broad projects and programs with organizational, local and national impact.
  • Develops and maintains the Continuity Implementation Plan, collaborates with agency partners to plan and coordinate the annual continuity exercise; maintains the recall roster and manages the emergency notification system program.
  • Maintains close contact with high level headquarters, regional and field managers on all substantive matters affecting assigned areas of responsibility.
  • Oversees and directs the budget planning, financial administration, audits and internal control reviews, and financial management activities.
  • Coordinates implementation of projects and policies and keeps headquarters executives and EXA leadership informed of activities and events that may affect programs and policies.
  • Provides leadership by supervising staff, assigning responsibilities, monitoring performance, and ensuring efficient execution of duties in alignment with organizational goals.
  • Collaborates with the EXA Chief of Staff on complex issues, offers well-informed recommendations and presents strategic solutions on how to address and resolve problems.
