Summary

This job involves leading a team of planners to create and manage long-term development plans for naval bases, ensuring projects run smoothly and on budget.

Full Job Description

You will serve as a SUPERVISORY COMMUNITY PLANNER in the Planning, Design, and Construction (PDC) Directorate's Strategic Planning Division (PDC3) of NAVFAC NORTHWEST.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Leading technical staff, assigning work and managing performance; 2) Possessing the mastery of urban and strategic planning concepts as they apply to military shore infrastructure; 3) Overseeing complex projects like Installation Master Plans and ensuring the timely delivery of high-quality planning products; 4) Delivering superior communication and negotiation skills which are critical for briefing high-level leaders and representing the command in various forums; and 5) Managing Architect and Engineer (A&E) contracts, from preparing statements of work to reviewing deliverables.

  • You will actively supervise a technical staff comprised of civilians.
  • You will develop and support processes for efficient and effective execution of products and services and ensure programmed funds are properly obligated and expended.
  • You will prepare statements of work and government estimates.
  • You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building and seek improvements to business practices.
  • You will identify training needs of subordinates, initiates on-the-job training, recommend formal training necessary, provide coaching and mentoring, and approve Individual Development Plans.
