Job Description

Summary

This job is for a first-line supervisor role with U.S.

Customs and Border Protection at ports of entry, where you'll lead a team in inspecting cargo, vehicles, and travelers to secure the border while managing operations and mentoring junior officers.

It involves gathering intelligence, conducting inspections, and handling tactical situations to prevent illegal activities.

A good fit would be someone with law enforcement or border security experience who enjoys leading teams in high-stakes environments and has strong analytical and communication skills.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations.

Location is negotiable to the following locations: Champlain, New York Derby Line, Vermont Highgate Springs, Vermont Houlton, Maine San Ysidro, California Salary listed reflects the rest of U.S.

scale and, if applicable, will be adjusted to meet the locality pay or special rate of the duty location and position.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting prearrival targeting and intelligence vetting and gathering and analyzing information from all available sources.

Performing primary inspections of cargo, conveyances, and travelers and secondary inspections of referrals from primary.

Developing, planning, and performing tactical operations in cargo and passenger environments.

Employing a variety of investigative techniques and preparing accurate reports regarding inspections, gathered intelligence, and incidents.

Interacting with internal and external contacts and mentoring lower level CBP officers and officers new to the port, environment, or work unit.

You will receive credit for all qualifying experience, including volunteer experience.

Secondary CBPO Special Retirement Coverage: This is a secondary position subject to mandatory retirement under the special retirement provisions for Customs and Border Protection Officers (5 CFR 842.1003; 5 USC 8425(b), 5 USC 8335(b); and 5 USC 8412(d).

Employees in secondary positions must meet the following conditions in order to be eligible for special retirement provisions: moved directly from a primary position to a secondary position without a break in service; complete 3 years of service in a primary position; and, if applicable, have been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.

The customs and border protection officer mandatory separation provisions of 5 USC 8425 do not apply to an individual first appointed as a customs and border protection officer before July 6, 2008.

You must: Meet all qualification requirements subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/17/2026.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

You will receive information to request a waiver in your Background Investigation Package. Residency: There is a residency requirement for all applicants not currently employed by CBP.

Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.

If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S.

Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S.

government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S.

government Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.

Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment.

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S.

In this first-line supervisory position you will become a key member of a team of Homeland Security professionals detecting and preventing terrorists and instruments of terror from entering the U.S.

Typical work assignments include: Supervising shift operations and providing technical advice to subordinate staff on a wide range of operational and enforcement issues related to the arrival and departure of persons, merchandise, and conveyances at the port of entry.

Finding ways to improve production or increase the quality of the work. Coaching and mentoring employees while planning and scheduling work on a daily basis.

Planning and carrying out assignments, projects, studies, or investigations intended to explore and resolve operations and law enforcement problems, or to improve new procedures.

Performing primary and secondary inspections while interpreting laws and regulations of a broad range of Federal, state, and local agencies, relating to the admissibility of people, cargo, and conveyances; international mail compliance; and arrival and departure of vessels and aircraft.

If going from a LEO Covered Position to a Secondary CBPO Special Retirement Covered (SRC) Position: Please be advised that when you enter on duty in this Secondary CBPO SRC position you will no longer be covered under the Special Retirement System for Law Enforcement Officers, but will only be covered under the Federal Employees Retirement System (FERS).

A valid, non-restricted driver's license is required. Uniform: This position requires you to wear an officially approved uniform while in a duty status.

Training: This position has a training requirement. You may be required to successfully complete the training requirement as a condition of employment.

Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training.

The training will be scheduled by the Office of Training and Development within the first 90 days of appointment.

The duration of the training will include 3 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

All first-line appointed supervisors, who have never completed a supervisory probationary period are required to successfully complete the Essential Supervisory Skills (ESS) course during their supervisory probationary period.

Failure to successfully complete the ESS course within the supervisory probationary period will result in the employee being removed from the position.
