Full Job Description

This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Financial Management Office (FMO).

As a SUPERVISORY BUDGET ANALYST, GS-0560-14, your typical work assignments may include the following: plans, coordinates, and executes all budget functions, in support of the OIG and FMO missions.

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Specialized Experience: To be qualified for this position, you must have at least one year (52 weeks) of specialized experience at the GS-13 level or equivalent.

This experience must demonstrate your ability to: Manage the complete lifecycle of funds in accordance with all relevant laws and regulations, including those from the OMB and DoD.

Lead all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process, from initial resource allocation to final execution.

Analyze complex financial data and provide clear, actionable briefings on budgetary matters to senior leadership.

Manage and oversight of budget execution and fiscal programs, execution of resources; maintain fund control from initial reception of resources to final execution and ensures funds are committed, obligated and expensed in accordance with statutory.

OMB/DoD Regulations and policies through the complete life cycle of resources.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.

  • Recommend adjustments to accounts in response to changes in programs, staffing levels, and/or funds available. Review and analyzes distributed resources to identify areas requiring management's attention.
  • Oversees the execution of the DoD OIG's operating budget ensuring that funds are properly allocated and managed effectively in support of authorized objectives in compliance with financial policies and laws/regulations.
  • Review, analyze, and interpret legislation, Congressional language, OMB directives, and DoD regulations, Program Decision Memorandum (PDM) and Program Budget Decisions (PBD) for impacts on OIG programs and budget.
  • Develop the OIG Budget Estimate Submission (BES) and Program Objective Memorandum (POM). Review the budget and program requirements with OIG senior leadership. Analyze detailed data to ensure that resources are appropriately allocated.
  • Supervise, assign and monitor regular day-to-day work. Schedule work assignments to ensure effective and prompt success of priority work. Identify improvements to performance of work, processes, validation of data and quality of work.
