Full Job Description

This position is in the excepted service. It is filled by an alternative hiring process and is not in the competitive civil service.

Position is located in: DFAS Office of General Counsel, Administrative and Employment Law and Litigation Directorate - Indianapolis, IN.

GS-14 Qualifications: Assignments require the first professional law degree (LL.B. or J.D.) and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S.

territory, or the District of Columbia.

In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. Major Duties:

  • Serves as the Assistant Deputy General Counsel (ADGC) for the Administrative and Employment Law Division (AE) of the Administrative Law, Employment Law, and Litigation Directorate (AEL), DFAS OGC, supporting the Deputy General Counsel (DGC), AEL.
  • First-line supervisor of AE supervising multiple legal professionals with oversight of AE work product.
  • Assigns and reviews work, makes recommendations for improvements, mentors and trains employees, and conducts annual performance appraisals for subordinates.
  • Provides legal advice on AE matters on policy development in multiple areas including but not limited to employment and labor relations, equal employment, law of military installations, contract law, administrative law, litigation, and ethics.
  • Performs the full range of personnel duties associated with supervision such as performance management, leave approval, training, position management, time and attendance reporting, etc. for AE.
  • Develops guidelines and a general framework for the formulation of office policies, plans, and programs to ensure the effective conduct of the mission and functions assigned to AE. Provides quality control for AE work and work product.
  • Confers with and counsels Agency leadership, management officials, chiefs of staff, and their representatives. Represents the Office of General Counsel at meetings.
  • Provides suggestions and recommendations for process improvement.
