Job Description

Summary

This job involves leading a team of lawyers to provide expert legal advice on government contracts and acquisitions for Air Force programs, mainly at a base in Ohio.

You'll supervise staff, represent the office in meetings, and handle complex legal issues in areas like buying equipment and managing risks.

Full Job Description

The primary purpose of this position is to report to HQ AFMC/JA.

Responsible for acquisition legal advice to all acquisition activities located at Wright-Patterson AFB, including Program Executive Officer (PEO) programs.

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

You must provide a copy of your Law School Transcripts.

In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S.

territory, or the District of Columbia.

On-line information is allowed as long as the date obtain is shown and reflects that it is dated within four months of the application and it shows that you are in "active" status.

A copy of the Bar Card is not acceptable proof of good standing. AFI 51-101 General requirements for a NH-04 (GS-14/15) are set forth under paragraph A4.1.

In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof).

2. Knowledge of safety and security regulations, practices, and procedures. 3.

Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.

4. Proven skill using negotiation techniques to protect the Government's position in major acquisition actions. 5. Ability to communicate effectively, both orally and in writing. 6.

Ability to lead, guide, and advise subordinates to enable them to perform effectively and to handle greater responsibility in the future. 7.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

1. Exercises supervisory personnel management responsibilities at least 25% of the time. 2. Represents the AFMC Law Office with a variety of installation and functional area organizations. 3.

Chief legal counsel for designated acquisition programs. 4. Examines legal issues raised by requests for formal opinions. 5.

Maintains current knowledge of changing statutory and regulatory guidance relating to acquisition and sustainment, as well as general developments in technology that may improve the effective delivery of legal services.

6. Incumbent is responsible for the timely completion of administrative duties as assigned by AFMCLO leadership.
