This job involves leading a team of attorneys in providing expert legal advice on federal employee ethics and compliance issues within the Federal Aviation Administration, such as conflicts of interest, financial disclosures, and government regulations.
The role includes overseeing training programs, managing case systems, and collaborating with high-level officials and external agencies to ensure compliance.
It's ideal for an experienced senior lawyer with strong leadership skills and deep knowledge of government ethics laws who enjoys strategic planning and team development.
Serves as the Assistant Chief Counsel and managing attorney within the Office of the Chief Counsel, Ethics and Compliance Division (AGC-900).
To qualify for this position, ALL applicants MUST meet the following criteria: (1)have JD Degree a from an accredited law school; and (2) be admitted to practice before the bar of any U.S.
jurisdiction or within the District of Columbia and the Commonwealth of Puerto Rico; and (3) be an active member of that bar; and (4) at least one full year of the next lower GS-14/15) for thislevel (FV-J/K or grade occupational series.
The specialized experience for this position is defined as: specialized experience in the work performed at Experience providing subject-matter level legal advice and guidance on a variety of matters concerning federal employee ethics and compliance issues; and Experience leading and executing plans, programs, policies, or projects in a professional or legal environment.

**All qualification requirements must be met by the closing date of this vacancy announcement.** Major Duties:
Provides subject-matter expert level legal advice and guidance regarding a myriad of federal government ethics and compliance program issues, including: conflict of interest laws; financial disclosure; government-wide ethics regulations; departmental and agency ethics-related policies; outside employment restrictions; post-employment restrictions IAW Title 41 USC 2102 and 18 USC 207 and 208; prohibited financial interests; Procurement Integrity Act (PIA); Hatch Act; Combined Federal Campaign (CFC) activities; and various agency specific requirements, such as: flight privileges; agency statutory gift authority; acceptance of travel for state/local government; and the use of agency aircraft.
As required for program compliance, often interacts with high-level FAA and departmental officials on ethics matters and program development.
Works closely with the Office of Government Ethics (OGE), General Counsel's Office (GCO), Officeof the Inspector General (OIG), and the Office of Special Counsel (OSC) to resolve ethics and related issues involving FAA employees.
Oversees and the delivery of ethics training for agency personnel in compliance with financial disclosure program requirements.
Ensures workload is entered, maintained, and current in the Case & Document Management System (CDMS). Recommends changes and modifications as needed to enhance efficiency.
Monitors and reviews CDMS data and reports to ensure that office performance metrics and overall agency business plan objectives are being met.
Encourages and facilitates division-wide collaboration and teaming to develop staff and to support the AGC Business Plan and FAA Strategic Plan.
Demonstrates expertise in project management, complex litigation, and strategic problem-solving.
Works collaboratively with peer-level managers to provide timely analysis and escalation of significant legal issues and risks, and supports thoughtful and informed consideration of legal risk in client decision-making.
As necessary, conducts outreach/oversees training to relevant program offices, to address compliance with existing laws, statutes, regulations and agency policies.
Applies expert knowledge of the work of the organization and personally manages some of the most complex assignments within the organization.
Is actively involved in both long-term and immediate daily operations of the organization, assisting and guiding subordinate attorneys as needed.
Shares responsibility with higher-level managers for developing and executing plans, policies, procedures, and programs. Assigns and supervises the work of staff attorneys and support staff.
Managerial duties include the following: developing and executing plans, policies, and programs; setting priorities; assigning work to subordinates; coaching and developing employee capabilities; rating the performance of subordinates; approving leave; and taking, recommending, or approving disciplinary and corrective actions that involve non-managerial subordinates.
Approves substantive personnel actions, such as selections and promotions, involving nonmanagerial employees.
Defines, plans, organizes, or assists in defining and planning assigned budget, staff, and other resources to accomplish objectives. Requests additional resources if needed.
Identifies opportunities for cost savings and operational efficiencies for the organization directed. Implements policy decisions of higher-level officials.
