Full Job Description

The Engineering and Test Directorate is seeking an individual to serve as the chief of the Office of Technology Development.

You will be responsible for providing strategic direction, oversight of software and data system development, and leading a multidisciplinary team responsible for delivering digital capabilities that support propulsion test operations and other mission-critical activities across Stennis Space Center's portfolio.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Managing complex technical projects in propulsion testing in support of NASA mission requirements.

Leading or supervising project teams in technical or engineering environments. Communicating project status, risks, and decisions to leadership and stakeholders.

  • Provides leadership for the Office of Technology Development for the design of software solutions for propulsion test activities, ensuring systems meet operational needs, safety requirements, and mission assurance standards.
  • Engages with agency stakeholders and commercial partners to maintain and expand the use of Engineering and Test Directorate developed software tools and digital capabilities across programs, centers, and mission areas.
  • Establishes and maintain standardized processes for Engineering and Test Directorate software engineering, data governance, and digital system lifecycle management. Ensure alignment with NASA directives and agency cybersecurity policies.
  • Manages implementation and sustainment of product data and lifecycle tools and workflows supporting engineering data, configuration control, and lifecycle traceability in alignment with operational needs.
  • Leads a team of personnel to assign work, evaluate performance, mentor personnel, and foster a culture of excellence, collaboration, and continuous improvement. Promote professional development and succession planning within the office.
  • Allocates resources to maintain, enhance, and expand the NASA Data Acquisition System in alignment with evolving test program needs and agency priorities.
