Job Description

Summary

This job involves leading a team that plans, runs, and oversees rocket engine testing projects at NASA's Stennis Space Center, while setting standards for how these projects are managed.

Full Job Description

The Engineering and Test Directorate is seeking an individual to serve as the chief of the Office of Project Management.

You will be responsible for providing strategic direction; establishing project management standards; and leading a multidisciplinary team responsible for the planning, execution, and oversight of propulsion test projects and other mission enabling initiatives across the directorate.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Managing complex technical projects in propulsion testing in support of NASA mission requirements.

Leading or supervising project teams in technical or engineering environments. Communicating project status, risks, and decisions to leadership and stakeholders.

  • Provide leadership of the Office of Project Management for the planning, execution, and performance of propulsion test projects and other technical initiatives supporting NASA, commercial partners, and national programs.
  • Establish, refine, and maintain standardized project management practices that align with agency requirements. Promote consistency, transparency, and accountability across all Engineering and Test Directorate projects.
  • Guide project formulation, risk management, resource planning, and integration activities. Coordinate with agency stakeholder organizations to ensure projects are properly scoped, resourced, and aligned with directorate and center priorities.
  • Lead a team of personnel to assign work; evaluate performance; mentor personnel; and foster a culture of excellence, collaboration, and continuous improvement. Promote professional development and succession planning within the office.
  • Represent the directorate on the Program and Project Management Board and other forums. Provide directorate-level insight, advocate needs, and ensure alignment between local project execution and agency-wide project management expectations.
  • Ensure projects meet scope, schedule, cost, and technical requirements while upholding safety and mission assurance standards.
