Full Job Description

Directly responsible for the En-route and Terminal Air Traffic Managers and for all area control operational activities.

Serves as the General Manager (GM) in the ATO; Air Traffic Services; Western Service Area, Seattle District. Candidates must show specialized experience.

Specialized experience is defined as: 1) Must have held an FAA 2152 FG-14/FV-J or above regional or headquarters positions for at least 1 year (52 weeks); or 2) Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility (Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher-graded work; or 3) Must have held an MSS position for at least 1 year (52 weeks) in an ATS facility.

In addition to the qualifications listed above for MSS positions, you must have held an MSS-3 or MSS-4 or an FG-2152-14/FV-J or above regional or headquarters position for at least 1 year (52 weeks) [IAW Qualification Requirements for AT-2152 Terminal and En Route Positions (Revision 1) dated 11/08/99].

QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Major Duties:

The incumbent facilitates the integration of air traffic services in his/her assigned area and advocates the tactical use of concepts and technologies to advance the strategic goals of the Air Traffic Organization (ATO) and the FAA.

He/she is responsible for coordinating the operational functions found within these facilities and across the service area.

He/she is also responsible for coordinating policies with the Deputy Directors of System Operations, Regional and Service Area Managers as well as other senior officials.

As a recognized expert in air traffic control operations, procedures and traffic flow management, he/she ensures that facility operations maximize efficiency and service.

He/she maintains situational awareness of the national airspace to ensure that average daily airport capacity, airport efficiency rates and adjusted operational availability in his/her Area meet the performance metrics and goals established in the FAA Flight Plan.

In conjunction with other General Managers and Deputy Directors of System Operations, develops standards, systems procedures and techniques to improve air traffic services within the Area.

He/she identifies information needs, ad hoc and recurring reporting requirements to include reporting frequency to the Director of Operations.

The incumbent works on complex projects and programs based on the objectives of the organization's vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities.

He/she solicits feedback among management team members on shared responsibilities for safety, efficiency and a systems approach in the performance of the NAS.

Meets and has frequent contacts with both internal and external customers including subordinates, other peer management representatives, union representatives, administrative support staff within the facility, higher ranking managers and supervisors, service center personnel, members of the state, local and federal government, other foreign government aviation officials, general public, representatives of the aviation industry and military.

Contacts take place in meetings and conferences or in unplanned situations where the General Manager is designated as a contact point and these meetings have the potential for considerable consequence to the NAS.

Approves leave and prepares schedules for completion of work; assigns work to direct reports based on priorities.

Evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates.

Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines.

Leads and integrates both short-term and long-term future needs through the budget planning process.
