Job Description

Summary

This job involves leading a team that handles the final stages of government contracts, such as closing out deals, reviewing financial documents from contractors, and ensuring funds are properly managed after projects end.

It's a supervisory role in the Navy's contracting department, focusing on accuracy and compliance to wrap up contracts smoothly.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11/12 (NT-04 pay band) as a contract specialist or price/cost analyst in federal or equivalent service
  • Advanced knowledge of acquisition and contracting procedures, particularly for post-award administration and contract closeout
  • Meets Department of Defense (DoD) qualification standards for GS-1102 contracting positions, including basic education requirements
  • Experience providing expert guidance, leadership, training, and advice on contract closeout processes
  • Ability to review and evaluate contractor final vouchers (cost-type and fixed-type), de-obligation of funds, and compliance with statutes and regulations
  • Supervisory skills for planning, directing branch activities, and reviewing work of personnel
  • Familiarity with Financial Improvement Audit Readiness (FIAR) and handling dormant or cancelling funds

Full Job Description

You will serve as the Contract Closeout Branch Head in the Contracts Department, Code 02 of NSWC PHILA DIV. This position is part of the Warfare Centers Personnel Demonstration Project.

The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional contract specialist or price/cost analyst applying advanced acquisition and contracting procedures in support of contract closeout efforts.

Examples of qualifying experience may include: Providing expert contracting guidance, leadership, training, and advice in contract closeout.

Reviewing contractor's cost type final vouchers, contractor fixed type final vouchers, and de-obligations of dormant and cancelling funds.

Evaluating work products for the development of facts and soundness of judgment to ensure compliance with statutes, procedures, and regulations.

  • You will serve as a Contract Closeout Branch Head of the Contracts Department, Code 02.
  • You will focus on the post-award contract administration including contract closeout and Financial Improvement Audit Readiness (FIAR).
  • You will be responsible for planning, guiding, directing, and administering all branch activities and provide guidance and review on acquisitions that impact contract closeout and dormant and/or cancelling funds.
  • You will strategize and review work of personnel in the branch in a manner consistent with the employee's career level and regulatory requirement for higher authority approvals.
  • You will be responsible for ensuring timely and accurate review of contractor's cost type final vouchers, contractor's fixed type final vouchers, and de-obligations of dormant and cancelling funds.
