The incumbent serves as the Supervisory Administrative Services Manager (SAS) for the Service Line Director of Nursing (DON) of Surgical Service within Nursing Executive Office (NEO) and is part of the administrative leadership team reporting directly to the Health Systems Specialist.
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/14/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of Federal Human Resources Management procedures related to recruitment, promotions, labor relations, performance reviews and other general processes relating to all staff positions within the clinical service; knowledge of basic budget and accounting principles and techniques, contracting and acquisition process for scarce medical services, supplies; knowledge of clinical operations and workload management in healthcare delivery systems.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B.

Major Duties:
Duties include, but are not limited to: Supervision Planning the work to be accomplished by subordinates by setting and adjusting short-term priorities and prepares schedules for completion of work.
Assigning work to subordinates based on priorities and selective consideration of the difficulty and requirements of assignments and the capabilities of employees.
Evaluating the work performance of subordinates, developing and/or updating annual performance plan for subordinates and ensuring the staff has competency assessments completed in accordance with the expectation of HR-12.
Giving advice, counsel, and/or instructions to employees on both work and administrative matters. Interviewing candidates for positions and recommending appointment, promotion, or reassignment.
Hearing and resolving complaints from employees and referring group grievances and more serious unresolved complaints to the Service Line Leader of Nursing and Health Systems Specialist.
Effecting minor disciplinary measures such as warning and reprimands and recommending other actions in more serious cases.
Identifying developmental training needs of the employees and providing or arranging for the needed development and training.
Manages and tracks mandatory training for Nursing Service employees via TMS. Develop an action plan directly related to Nursing Service based on All Employee Survey Results.
Ensures that staff is aware of the availability of Career Development Counselors through the Center for Education and Development and puts a system in place to notify staff of education and training opportunities.
Finding ways to improve production or increase the quality of the work while they maintain a healthy work environment where staff satisfaction is exceptional.
Will complete training and scheduling for all staff who are Administrative Support Assistants to ensure all Nursing tasks are accomplished.
Human Resources Preparing Manager Self-Service to submit SF-52 requests for recruitment, promotion, pay, and loss actions and to ensure all Human Resource actions prepared and submitted are completed in accordance with regulatory requirements.
Ensure all appropriate documents i.e. checklists, memo's, functional statements, position descriptions OF178, etc. are attached to the HR action.
Coordinating all recruitment actions for positions within the Nursing Service Line with Nurse Recruiting, Human Resources, and Health Systems Specialist including ensuring tour of duty requests and board actions for providers are initiated, preparing requests for recruitment and submitting them to the Resource Management Committee (RRC), developing KSA's, crediting plans and following PBI interviewing techniques to ensure the positions are filled with the best candidates.
Serving as a PIV card sponsor for the ID badging process. Monitoring and making necessary adjustments to Nursing Service staff's labor mapping every pay period. This includes contract staff.
Managing the flow of documents required for the credentialing and privileging of the staff in Nursing Service.
Preparing and submitting requests for recruitment and retention incentives and seeking special salary rates when salaries are no longer competitive.
Developing and/or updating position descriptions and functional statements for Service Line staff and tracking authorized positions and proposed updates to the Service Line's organization chart.
Managing and tracking Nursing proficiency boards for Nursing Service to ensure timely and accurately processing.
Processing board packages for Nursing Assistants and Practical Nurses for Nursing Service to ensure timely and accurately processing.
Providing guidance to the Nursing Service Director of Nursing regarding employee/labor relations requirements such as performance appraisal/proficiency evaluation, competency assessments, disciplinary/adverse actions and the training and awards programs.
