This position serves as the Administrative Officer in the Medicine Service at the VA Eastern Colorado Health Care System located in Aurora, CO.
The position is responsible for planning, directing, and controlling both long-term and short-term Medicine Service administrative activities including policies and procedures, personnel management, contract oversight as a Contracting Officers Representative, budget programming and execution, and special projects or studies.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Planning, developing, and coordinating administrative functions and monitoring of administrative support staff; developing, initiating, and enforcing policies and procedures; submitting requests, procurement/contract services, and work orders using office automation programs; managing and balancing financial aspects of general fund control points and purchase procedures; preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is generally sedentary and requires some carrying of light items such as notebooks and papers. No excessive physical demands are required.
The incumbent must be able to move about freely to various locations throughout the Medical Center and healthcare system sites.

Major Duties:
Duties include but are not limited to: Responsible for the overall daily administrative operations, requirements, and management of the entire Medicine Service Plans, develops, and coordinates all administrative functions essential to program implementation and the delivery of services Analyzes and makes recommendations for the best utilization of personnel Provides administrative guidance and support to professional staff Provides supervision to technical and clerical staff Formulates Service goals and objectives with the Associate Chief of Staff of Medicine Reviews, develops and initiates new policies and procedures for the Medicine Service as assessed to benefit the overall functioning of the Service Formulates budgetary plans requiring perception and assessment of immediate and long range budget issues Manages the budget and allocation of available funds for the Medicine Tuition Assistance Program Responsible for implementing a system of control which assures that the fiscal management of the Medicine Service will be maintained on a sound basis, using accepted accounting practices.
This includes the appropriate use and understanding of Fund Control Points and ensuring that expenditures of funds conform to budget plans without marked deviations Coordinates all personnel activities to include recruitment and placement, processing of Board Actions, development of position descriptions and functional statements, organizational and functional charts, counseling of employees, and analysis of performance and competencies Initiates corrective actions of personnel.
Advises on personnel operations within the Medicine Program, including grievance procedures, techniques for counseling personnel, performance standards, procedures for disciplinary actions, need and techniques to control leave abuse, proper scheduling of annual leave, and basic legal matters as they pertain to the Service and the healthcare system Responsible for analysis of manpower utilization as related to personnel management, DSS/MCA Labor Mapping, and to the Medicine Service Plans, develops, coordinates and analyzes the Medicine systematic internal review and Joint Commission site visits Manages credentialing needs of all Medicine providers across the healthcare system.
Management includes OPPE, FPPE, Peer Review, CMS, Pertinence Review, and any other materials required through the Medical Staff Office or Nursing Administration Acts as a liaison between the Medicine Service and the Offices of the Director, Chief of Staff, other Hospital Services, and community stakeholders Reviews, approves, and submits requests for supplies, equipment, contracts, construction projects, and other identified needs of the Medicine Service Responsible for maintaining and updating equipment inventory of all assigned property Responsible for completion, review, updating, and maintenance of accurate records in conjunction with CMR, OI&T, and Fiscal Service which state the location and condition of inventory items Plans and coordinates the demand for updating and obtaining new equipment and technology Responsible for required annual and quarterly budget and PI reports Advises section supervisors and coordinates staffing and section responses on specific matters Assesses and delegates workload for administrative support staff Work Schedule: Monday-Friday 8:00 AM - 4:30 PM Telework: This position may be authorized for ad-hoc telework.
