Job Description

Summary

This job involves leading a team to manage and improve the automated financial accounting systems for Medicare and Medicaid programs, including overseeing system design, testing, and daily operations.

It also requires guiding financial processes for payments and grants while collaborating on strategic initiatives.

A good fit would be an experienced accounting leader with strong skills in financial systems and process improvements, ideally from government or healthcare finance backgrounds.

Key Requirements

  • One year of specialized experience equivalent to GS-13, including directing design, development, testing, and implementation of business requirements and enhancements for automated accounting systems
  • Providing guidance on accounting operations, processing, and financial reconciliations for CMS grant awards and critical payments (e.g., Medicare Fee-for-Service, Medicare Advantage, ACA Exchange, demonstration payments)
  • Leading business process improvement projects that integrate new technologies to streamline accounting operations
  • At least 52 weeks of time-in-grade at GS-13 for current federal employees
  • Ability to serve as deputy to the director, overseeing all phases of organizational work including financial systems and processes
  • Experience collaborating on complex initiatives aligned with HHS and CMS strategic goals
  • Strong advisory skills for recommending technical system establishments and maintenance

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Accounting Management Group (AMG), Division of Accounting Systems (DAS).

As a Supervisory Accountant (Systems), GS-0510-14, you will be responsible for providing executive direction for planning, organizing, and coordinating activities direct support of CMS' automated financial accounting system, processes, and related interfaces.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Providing direction in the design, development, testing and implementation of business requirements and system enhancements to the CMS automated accounting system; AND Providing guidance for accounting operations, processing, and related financial reconciliations of all CMS grant awards and critical payments, including Medicare Fee-for-Service payments to the Medicare Administrative Contractors, Medicare Advantage Part C/D, Affordable Care Act Exchange, and demonstration payments; AND Leading business process improvement projects that streamline accounting operations with new technologies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Major Duties:

  • Serve as full Deputy and “alter ego” to the Director and, as such, shares fully in the management of all phases of the work of the organization.
  • Oversee the agency’s financial systems and processes.
  • Collaborate with the Director and subordinate staff on technically complex initiatives designed to address HHS and CMS Strategic Plan goals and objectives related to the work of the organization.
  • Act as a confidential consultant and advisor to the Director making recommendations associated with establishing and maintaining technical system.
  • Oversee the staff-level work associated with managing system accounting and the day-to-day operations of the CMS automated accounting system, including all related interfaces, reports, and business intelligence tools.
