Full Job Description

The investigator in this role undertakes essential investigative tasks within the Office of the State Inspector General. This position entails a range of responsibilities, including the execution of employee background checks and the investigation of issues arising from complaints, referrals, and various sources of information. These investigations focus on allegations of fraud, waste, abuse, and misconduct within executive agencies, as well as addressing reports of problems and deficiencies related to programs, operations, and contracts involving Commonwealth agencies that fall under the Governor’s oversight.

Requirements

The individual selected for this role will be responsible for planning and executing investigations, which includes conducting interviews with witnesses, commonwealth employees, and other relevant individuals who possess information related to the allegations and the subjects of the inquiry.

This position requires a thorough analysis of information, documents, and developments pertinent to investigative cases, as well as the ability to effectively communicate the findings while ensuring confidentiality in accordance with commonwealth or agency regulations, policies, and procedures.

Additionally, the investigator will engage in both moving and stationary surveillance to collect facts and evidence, employing technical electronic or photographic equipment as necessary throughout the investigative process.

Travel to various field sites for interviews will be required when appropriate, along with occasional overnight travel.

The work will be conducted under the supervision of a lead investigator, senior special investigator, or Investigations Manager, ensuring that all activities align with established guidelines and objectives.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 12 days a month based on operational needs.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor’s degree in criminal justice or a related field; or
  • Four years of experience conducting criminal, civil, or administrative investigations; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree/credits.


Special Requirements:

  • You must possess an active motor vehicle license.
  • You must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.
  • You must attend and successfully complete the Commonwealth Investigator Training Program (CITP) within one year of employment.


Additional Requirements:

  • You must have an understanding of investigative processes and principles.
  • You must adhere to the values and ethics of the OSIG.
  • You must demonstrate professionalism and discretion in your work.
  • You must possess solid written and verbal communication skills.
  • You must show initiative and possess problem-solving skills.
  • You must be able to perform essential job functions.

Legal Requirements:

  • A conditional offer of employment will require submission of criminal history reports. See hiring agency contact information.
  • You must pass a background investigation.
  • Due to Act 29, the selected candidate will have limited law enforcement powers, which require all employees with access to agency systems to undergo fingerprinting and an in-depth background check to include criminal, tax, and credit history.
  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.

    Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
