This role involves advising senior leaders in the White House Military Office on long-term planning for national security capabilities, especially in ensuring government operations continue during emergencies like disasters or crises.
It requires building relationships with key stakeholders and presenting critical information to support decision-making.
Ideal candidates are experienced policy experts with a background in national defense who thrive in high-stakes, mission-critical environments.
The incumbent serves as one of a number of Special Advisors in the Strategic Initiatives Directorate.
This position reports directly to the Director, Capability and Resources Integration (C&RI), White House Military Office.
The Capability and Resources Integration Directorate in WHMO Headquarters serves as the forward-thinking, long-range planning and development element of WHMO with regard to future capabilities and resource requirements.
MISSION ESSENTIAL POSITION: Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Analyzing national-level policy and guidance related to Continuity of Operations (COP) and Continuity of Government (COG) to provide advice and recommendations to senior leadership; Establishing and maintaining working relationships with internal and external stakeholders; Assisting in capturing and presenting key information from organizational components.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-4 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Serving as a senior expert advisor who provides authoritative interpretation and guidance on overarching national policy related to Continuity of Operations (COP) and Continuity of Government (COG); Directing and maintaining associations with senior internal and external stakeholders; Providing direct technical and management support to executive leadership to improve business services and systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Incumbent typical work assignments may include the following: Serves as a senior expert advisor within WHMO relative to short and long range planning and the development of future capabilities and resource requirements for all WHMO missions.
Serves as a senior level program manager and advisor to executive leadership and professional staff in the headquarters and Unit and Directorate offices relative to WHMO processes.
Provides support to the Director, Strategic Initiatives, who oversees the execution of applicable WHMO oversight boards and WHMO Operational Commissioning efforts.
Maintains awareness of trends and developments in commercial industry and their impacts on current and emerging issues that may impact WHMO.
Develops and maintains relationships with key Defense, Homeland Security, and Intelligence partners to understand and assess evolving and emerging threats to the WHMO mission and capabilities from domestic, state, and non-state entities.
Provides technical and management support to improve WHMO business services, practices, and systems through effective and efficient strategic thinking, critical analysis, resource management, change leadership, and business policy development.
Conducts sophisticated analyses on capabilities, policies, plans, and procedures in order to develop strategies, solutions, and architectures in support of White House and WHMO leadership.
